Departmental Administrator - VUMC Health Policy Department
Vanderbilt University Medical Center (VUMC) Executive Search Team is conducting a national search for a Departmental Administrator for the VUMC Department of Health Policy. This position is an essential administrative leadership role within a growing department.
Established in 2013, the Department of Health Policy is built on the premise that research and innovative thinking should guide health policy and policymakers to understand implications of their choices. The Department brings together a broad group of health policy scholars devoted to developing health policy solutions that can have a profound impact. The Department builds on a history of strong collaborative relationships with the Tennessee Department of Health, the Centers for Disease Control and Prevention, and several frontline policy makers to develop health policy solutions for our nation's most pressing health care challenges. We also have active collaborations with groups within the Medical Center and across campus, including the Economics Department and the Peabody School of Education. Currently, the department houses 23 faculty and 40 staff with a growing project portfolio including federal and private foundation grants and contracts
The combination of a major research university and preeminent medical center gives Department faculty incredible opportunities to build relationships with frontline care providers and policymakers which can lead to breakthrough discoveries. The Department fosters a deep belief that research and innovative thinking should guide health policy relationships and help policymakers understand implications. The Department offers the Masters of Public Health degree and is welcoming its first cohort of Ph.D. in Health Policy students in fall 2020.
Serving as a Chief Business Officer for the department, this position has full responsibility for planning, organizing, and managing departmental (multiple functional areas) fiscal and human resources to achieve the administrative objectives of the department in support of collaborative research and educational activities. The role provides facilities management and oversight of equipment purchases and maintenance across the department.
This position works in tandem with the Department Chair and Director of Operations to meet the collaborative research and educational administrative objectives of the department by planning, organizing, and managing departmental fiscal and human resources. A high level of professionalism and organization are required as this position will interact with a diverse faculty and staff population as well as leaders and peers across the Medical Center and University.
Responsibilities will include but are not limited to the following:
Work with the Department of Health Policy Chair and Director of Operations as an integral part of the departmental and Medical Center administrative leadership.
Serve as Chief Business Officer for the department; function as the contact point regarding VUMC processes and departmental fiscal and administrative matters.
Resolve problems directly, or in consultation with the Chair/Director of Operations concerning staffing, utilization of facilities, equipment and funds.
Manage and coordinate administrative and support functions within the department.
In consultation with principal investigator(s), develop, implement, and monitor the budgetary aspects of research proposals/awards.
Manages grants and contracts including pre and post award administration, utilization reports and renewals.
Coordinate the preparation of expenditure reports and budgets ensuring compliance with specific requirements and restrictions.
Monitor collections and expenditures against budgets and grants.
Analyze requisitions for conformance to budget and compliance with specific requirements and restrictions.
Coordinate departmental contracts binding upon VUMC with the appropriate internal and external contracting authorities.
Prepare or direct preparation of final expenditure reports.
Prepare annual operating budget for chair's approval and that of VUMC leadership.
Develop and implement a fiscal program based on long range plans and forecasts of needs and costs.
Recommend distribution and allocation of general department resources.
Authorize, approve and sign purchase and equipment requisitions, travel and entertainment expenses, etc.
Develop and implement plans, goals, and objectives that are consistent with VUMC Objectives.
Develop, authorize, implement and evaluate policies/procedures for all activities under position jurisdiction.
Works independently on projects related to administrative areas of responsibility.
Prepares reports for management's review.
Perform manpower planning and staffing needs assessment.
Make staffing recommendations, interview and screen applicants for hiring.
Engages Post-Doctoral, Doctoral, and Graduate scholars in research administration.
Assign work priorities; conduct performance reviews, disciplinary actions and in concert with others, terminate employees when necessary.
Interpret, adapt and communicate policies/procedures established at higher management levels to departmental staff.
Provide sound personnel and payroll administration to ensure internal salary equity within the department.
Work with the departmental leadership team to create an organizational culture that provides a safe, satisfying and enriching environment for employees and provides a qualified, competent staff.
Provide training for staff development.
Assure that complaints and grievances are handled in accordance with VUMC policies.
Formulate and administer policies and procedures for management and maintenance of physical plant.
Make space allocation and equipment purchase recommendations.
Consult and coordinate with VUMC services for upkeep, renovation and other services.
Collaborate as needed with multiple offices and departments across the VUMC and academic campus.
Represent the department internally and externally with granting agencies in the non-scientific components.
Attend operational meetings related to administrative staff.
Attend meetings as representative of department chair and interacts with the Academic Enterprise, Hospitals, Medical Center, and VUMC Administration to ensure coordination and integration of activities in compliance with established policies and procedures.
Function as an integral part of the Medical Center administrative leadership.
Minimum Qualifications: This position requires a Bachelors' degree and a minimum of seven years demonstrated strategic management experience including budgets, financial reports and ability to navigate and interface with multiple departments in the organization and supervising direct reports.
