SUMMARY OF JOB RESPONSIBILITIES
The Chief Business Officer must have proper working knowledge of all matters related to the business and works alongside the President and CEO and Senior Leaders to increase the business growth as well as develop new products and services for Bluegrass Care Navigators. An employee in this position is also responsible for overseeing administrative components of the organization including contracts, office, physical plant, healthcare facility licensure and regulation, and, Medicare, Medicaid and third-party relations. The employee assists the CEO and Senior Leaders with cultivation of third-party relationships.
RESPONSIBILITIES AND DUTIES
Create business development plans, design, and implement processes to support business growth.
Facilitate business growth by working together with customers, including but not limited to healthcare partners, the Department of Medicaid Services, the Cabinet for Health and Family Services, payers, JV partners, etc.
Build and maintain high-level contacts with current and prospective customer and other business and project partners.
Drive prospects through to contract award.
Plan, develop, organize, implement, direct, and evaluate the organization’s administrative functions and performance in areas of responsibility.
Participate in the development of the organization’s strategic plan and new programs. Evaluates and advises on the short and long-term impacts of plans, new programs and regulatory action.
Maintain oversight of new business activity and outcomes, in collaboration with other Senior Leaders, ensuring a culture of compliance, accountability and excellence is fostered to achieve expected business outcomes. Ensures the effective transition of new services to operational leaders for implementation and execution.
Proactively identify, assess, analyze, lead, participate, and promote new business development efforts and/or organizational initiatives to continually improve quality and to meet the needs of customers, consumers, partners, and internal stakeholders.
Develop plans and proposals that clearly define opportunities as well as cost risk to the organization and support corporate objectives and strategic areas of focus. Make recommendations for new business opportunities, mergers, and acquisitions. Develop processes and procedures that facilitate business testing and integration into operations.
Effectively analyze data to evaluate the quality of new business activity and utilization of resources.
Forecast, analyze and monitor financial data in order to ensure sound decision-making relative to new business, merger and acquisition ventures.
Obtains and manages ongoing federal, state, and local licenses required by the organization to conduct business.
Proactively keep informed of healthcare trends, best practices and anticipated regulatory and compliance changes that may affect the current and future services provided by the organization and applies the information in the planning process. Participate and represent the organization with state, regional and national regulatory entities.
Conduct and/or oversee contract negotiations, implementation, and compliance. Counsel with the CFO on financial matters associated with the financial viability of entering into such contracts.
Oversee the facility management of all owned and leased buildings and properties., Determine the need for, assess the viability of internal and external sourcing of, and manage the ongoing provision of activities and service for building maintenance, corporate office operations, security, fleet management.
Leads and manages construction and renovation projects.
Oversees procurement and management of the organization’s liability insurances.
Assists with the management of office operations including coordination/liaison/team building among all administrative assistants, office managers and receptionists.
Provide education and information regarding Medicare, Medicaid, and commercial insurers to Senior Leaders and other organization staff.
Participate in the development of an annual budget as it pertains to areas of responsibilities and broad organization.
Provide the President and CEO with monthly reports and other data as requested for the Board of Directors and participates in the Board of Director’s meetings and committees when requested.
Assist others in developing business plans for the organization.
Participate in the organizations Quality and Compliance Programs.
Participate in writing grants for the organization as requested.
Contribute thoughtful and workable ideas to organizational problem-solving, including all facets of leadership development.
Maintain a current knowledge of trends in healthcare financial management, regulations and standards for hospice agencies and other services offered by the organization and general management ideas.
Promote respectful, supportive, clear, and constructive communication among peers, among all departments and throughout the organization.
Facilitate planned change; participate in the development of the plan for change; monitor the change process; assist in evaluation of impact of change.
Provide leadership and consultation in complex problem-solving situations.
Identifies developmental needs of staff members and participates in the development, implementation and evaluation of a specific plan of action to address such.

Master’s Degree in Health Care Administration, Business Administration, a related field or juris doctor preferred.
Experience working in a senior business development position within a fast-paced and dynamic company.
Thorough knowledge of healthcare, administrative, management and leadership processes.
Expertise in healthcare regulations, compliance, Medicare, Medicaid and managed care.
Ability to communicate effectively at all levels.
Significant experience in an area of major administrative responsibility within the healthcare industry with a demonstrated ability in management and business development, contract, and vendor relations.
Must be highly organized and able to simultaneously handle multiple projects and tasks.
Must possess excellent written and communication skills.
Must be self-motivated with high initiative.
Demonstrated ability in fiscal and business management, including budget preparation.
Ability to exercise judgment and discretion in confidential matters.
Possesses and maintains good physical stamina and mental health. Has pre-sent a pre-employment physician’s health clearance including a negative TB skin test and/or CXR and other tests as required by organization policy.
