JOB DESCRIPTION:
The Conifer Health Solutions VP, Information Systems is responsible for the creation of an ongoing technology strategy and delivery model that will enable the company to achieve its business plan and vision. The VP is a member of the Conifer Health Executive team, reports directly to the Conifer Health President, maintains a direct reporting relationship to the Tenet CIO, and is an active member of the Conifer Health Solution Board of Managers IT Subcommittee.
The VP works as a part of the Conifer executive team to ensure technology strategy for each Conifer service line enables the needs of the business, aligns with the enterprise vision of the company, and operates within acceptable risk and compliance thresholds for Conifer or its parent companies. The VP is responsible for the successful operations of technology assets across the company and ensures industry leading IT best practices and accountability models are implemented to ensure secure, scalable technology assets are delivered in an accelerated pace and operate with measurably predictable performance.
The VP is responsible for Conifer�s IT technology roadmap, operations, and service, including infrastructure, core applications, cyber security, program delivery, and customer facing services. He/she is responsible for managing the overall IT budget of internal and external costs; the external costs are 3rd party vendors with several large vendors inclusive of the outsourcing partner.
Finally, he/she is responsible for aligning with the Tenet enterprise governance framework that will ensure the company IT strategies, priorities, and investments are aligned and in the company�s overall interest.
Given our rapidly changing IT environment, the review and refresh of the overall IT strategy and roadmap is a key and repeatable deliverable of this executive. He/she develops a perspective by collaborating with Conifer and Tenet�s executives, considering outside trends/perspective, and then convening the IT steering committee to gain alignment and approved direction.
The VP works closely with the company�s functional leaders to define user requirements and make decisions about functionality/vendors that best meet the needs of the company. He/she coordinates on project management and development within the parameters of the enterprise architecture strategy. Once implemented, he/she maintains all operational systems, working closely with the business/function leaders and, where applicable, outside vendors.
This executive carefully manages costs, which has been an important discipline in the context of Tenet�s financial turnaround. At the same time, however, the focus is on value � gaining the most from the IT investments and costs we are incurring in terms of business enablement, operational insights that lead to improvement, and management of market/competitive intelligence.
Specific Responsibilities
Examples of the expected work/deliverables:
- Optimizing IT infrastructure spend by creating a flexible delivery model and efficiently leveraging right resources from third-party vendors and suppliers.
- Exploring and implementing new technologies that improve results and deliver a return on investment both quantitatively and qualitatively.
- Reducing application maintenance and development through the creation of a more service-oriented architecture for delivering new IT solutions (e.g., new clinical information systems) and rationalization of existing redundant or outdated applications as appropriate and with an eye for Return-on-Investment business cases.
- Systematically managing our outsourced partners through measurable KPIs, operational and financial return on value as well as adherence to customer service and contractual disciplines.
Importantly, the Vice President will have responsibility for implementing effectiveness and IT governance improvements through the following plan:
- Aligning Business Unit and IT strategy to deliver IT-enabled business capabilities, ensuring clear alignment of business and technology imperatives.
- Implementing a more formal demand and supply model with clearly defined roles to enable effective service delivery and usage of third parties.
- Enabling cost and performance transparency by creating appropriate usage-based mechanisms, tools and roles to measure and enforce value creation.
- Establishing IT policies and practices that balance control with timeliness.
Qualifications:REQUIRED SKILLS:
Work Experience/Background
- Minimum of ten years in a senior-level information officer position, demonstrating experience for direct management and support of systems and information technology, preferably in a hospital or health care setting of a major IT operation, is required.
- A proven background in developing and implementing successful IT strategies, which ensure delivery of high-quality, cost-effective information technology solutions. Experience implementing information technology integrations within a large complex organization.
- Comprehensive knowledge of data processing methods and procedures and computer software systems; systems design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation and operational management; business process analysis and redesign; and design, management and operation of managed IT systems.
- Proven skills in negotiating with vendors, contractors, and others, as well as budget preparation and monitoring.

Education/Certifications
A Bachelor�s degree in Information Technology or Computer Science, as well as a Master�s degree in Business Administration or equivalent, is required.
Compensation
A competitive compensation program will be tailored to the selected candidate. Base salary will be supplemented by a performance bonus and comprehensive, well-rounded benefits program, which includes relocation assistance.
