SUBFUNCTION DEFINITION: Protects the organization's employees, properties and all items of value on premises from any preventable harm or danger. Develops security policies and procedures that comply with government guidelines and standards. Conducts investigations to protect organization assets. Responds to contingency events, including bomb threats, sabotage and severe weather conditions through on-site security force or with the assistance of government law enforcement agencies. Recommends hiring of outside security contractors as necessary and may oversee contract guard force.

PURPOSE OF POSITION: To plan; direct; organize; control and improve functions of the Protective Services department in order to meet the fiscal; patient care; research and teaching needs of Cincinnati Children's. To protect the property of and to ensure the safety of parent; patients; visitors and employees through providing; implementing and enforcing policies; procedures; development and management of the Protective Services department.
REPRESENTATIVE RESPONSIBILITIES
Program Management Plan, direct and manage the daily security operations. Oversee the division's training program and design innovative training delivery methods. Assess current security strategy and programs. Assist in the development of long and short term goals and objectives. Design, implement and evaluate security programs to protect the property and safety of all, including employees who travel oversees on Medical Center business. Collaborate with department heads and administrative personnel on security matters. Develop and maintain close coordination with local and Federal law enforcement organizations. Work in cooperation with management to promote and support the loss prevention and accident prevention philosophy of the Safety & Security divisions. Participate in the selection of sources for necessary services not provided by CCHMC. Approve and recommend reference security services to Cincinnati Children's governing body as needed. Serve on committees (Environment of Care, Emergency Management) as designated or appointed. Maintain membership with agencies and organizations, which support the organizational goals, and operator of the security function. Coordinate special security service requests with CCHMC departments. Manage the daily review of security incident reports and other departmental forms.
Compliance Develop, implement and enforce policies and procedures for compliance with local, state and federal regulations and regulatory agencies; enforce state and local laws. Inspect facilities to ensure that security standards set by NFPA, CFD, and JCAHO are maintained. Monitor methods to assure compliance with accrediting and regulatory agencies. Participate in the management and coordination of a comprehensive Safety Program, including OSHA compliance, fire safety and hazardous communications. Record and report required statistical data to regulatory agencies. Ensure timeliness, accuracy, availability and security of information. Review and revise Protective Services procedures as needed. Monitor service areas, plan approaches for improvement activities, design new processes, collect and measure data, review and report performance over time, improve and redesign processes based on the evaluation, and reassess continuously.
People Management Manage the selection, development, motivation, appraisal and discipline of personnel. Ensure that job requirements and goals for each position are clear to employees. Ensure that required orientation, in-service training and continuing education are provided to division personnel. Determine and document the qualifications and competence of division personnel. Delegate responsibilities, as needed, to reporting personnel, establish clear lines of responsibility and accountability within the Protective Services division. Assess, develop, implement and maintain appropriate divisional policies, procedures, job descriptions and philosophy as consistent with Cincinnati Children's policies and values.
Fiscal Management Assist Facilities Business Director in the preparation and management of the Protective Services' annual fiscal operating and capital equipment budgets.. Oversee payroll, overtime, holiday time and vacation time for all shifts.
General Duties and Responsibilities Comply with policies and procedures governing the handling of confidential information as defined by applicable laws and regulations. Maintain current qualification through continuing education, training, literature and seminars.. Create required Cincinnati Children's training sessions. Understand, adhere to and model Core Standards as defined organizationally and specifically within the division/unit.
Additional Responsibilities (Joint Commission Information) Adhere to procedures and policies regarding handling evidence and maintain chain of custody. Ensure that work areas are organized and present a safe, accessible, effective and efficient environment for employees, patients and families.
Qualifications
EDUCATION/EXPERIENCE
Required:
Bachelor's degree in related discipline OR Equivalent
Driver's License
10 years security experience preferably within a healthcare environment
Preferred:
IAHSS Member AND ASIS Member
Previous security-related experience
Master's Degree in a related discipline OR equivalent
Certified Healthcare Security Administrator, Certified Protection Professional certification
